Chapter One: Introduction

1.1 Background of the Study
Traditional rulers have historically played a central role in conflict resolution across various Nigerian communities. In Gombe State, traditional rulers continue to serve as key actors in maintaining peace, mediating disputes, and resolving conflicts within their communities. According to Jibrin & Sani (2024), the role of traditional rulers in conflict resolution is particularly significant in rural areas, where they often have the trust and respect of local populations. In Gombe LGA, traditional rulers engage in both formal and informal mechanisms of conflict resolution, from arbitration and mediation to facilitating dialogue between conflicting parties. However, their effectiveness in resolving modern conflicts, particularly those involving ethnic, religious, and political tensions, remains a subject of debate. This study aims to evaluate the role of traditional rulers in conflict resolution within Gombe LGA, examining how they address different types of conflicts and their influence on community cohesion.

1.2 Statement of the Problem
Despite the long-standing tradition of conflict resolution by traditional rulers, the contemporary challenges of managing conflicts, such as ethno-religious violence and resource-based disputes, may require more modernized or institutionalized approaches. While traditional rulers in Gombe LGA are still actively involved in conflict resolution, there is little empirical data on the extent to which they are effective in handling contemporary conflicts. This study seeks to evaluate the role and effectiveness of traditional rulers in resolving conflicts in Gombe LGA, with a focus on their methods, successes, and challenges.

1.3 Objectives of the Study

  • To evaluate the role of traditional rulers in conflict resolution in Gombe LGA.

  • To assess the effectiveness of traditional rulers in resolving ethno-religious and resource-based conflicts in Gombe.

  • To identify the challenges faced by traditional rulers in their conflict resolution efforts.

1.4 Research Questions

  • How do traditional rulers in Gombe LGA resolve conflicts in their communities?

  • To what extent are traditional rulers effective in resolving ethno-religious and resource-based conflicts?

  • What challenges do traditional rulers face in the conflict resolution process in Gombe LGA?

1.5 Research Hypothesis

  • H₀: Traditional rulers do not significantly contribute to conflict resolution in Gombe LGA.

  • H₁: Traditional rulers significantly contribute to conflict resolution in Gombe LGA.

  • H₂: The effectiveness of traditional rulers in conflict resolution is influenced by the nature of the conflict.

1.6 Significance of the Study
This study will provide valuable insights into the role of traditional rulers in conflict resolution, offering an evaluation of their effectiveness in Gombe LGA. The findings will inform local governance, policymakers, and community leaders on how traditional mechanisms can be integrated with modern conflict resolution strategies. The study will also contribute to understanding the broader role of traditional authority in promoting peace and stability in local communities.

1.7 Scope and Limitations of the Study
The study will focus on the role of traditional rulers in conflict resolution within Gombe LGA. It will assess their involvement in resolving different types of conflicts, including ethnic, religious, and resource-based conflicts. Limitations include the challenge of accessing some traditional rulers due to their busy schedules and potential biases in their perspectives on the conflict resolution process.

1.8 Operational Definition of Terms

  • Traditional Rulers: Leaders of indigenous communities who hold authority based on custom and tradition.

  • Conflict Resolution: The process of resolving disputes or disagreements through negotiation, mediation, or other peaceful means.

  • Ethno-Religious Conflicts: Disputes and tensions arising from differences in ethnicity and religion, often leading to violence or social unrest.
